基于垂直管理背景下区县环境监测站能力建设思考——以常州市为例

党的十八届五中全会提出了实行省级以下环保机构监测监察执法垂直管理制度,从而为环境监测系统指明了方向。现以常州市为例系统分析总结当前区县环境监测站存在的主要问题,基于垂管的大背景下,提出了应该以垂直管理为契机,从新科学定位自身角色,提高资金投入,补齐硬件人才短板,以质量体系为生命,建设全新的标准化的区县环境监测站。
