地市级政府公开信息质量评价实证研究

An Empirical Research on the Quality Evaluation of Municipal Government Public Information

【目的/意义】通过实证研究,对地市级政府信息公开中的信息质量进行评价,以发现其中存在的质量问题,并提出建议,有利于提高政府公开信息质量、解决信息质量问题。【方法/过程】利用数据统计方法、对比分析方法,以河南省18个省辖市2016年政府信息公开年度报告为对象,分别对地市级政府信息公开中的主动公开信息质量、依申请公开信息质量和公众满意度进行了分析与评价。【结果/结论】政府规范性文件的公开力度较大,公开方式以网站公开为主;依申请公开信息的数量较少,时效性不高,个别地区政府信息公开的公众不满意度较高;提出加强信息需求分析、增强公众知情权意识、创新政府信息公开服务模式三个方面的建议。

【Purpose/significance】This paper evaluates the information quality in the municipal government informationdisclosure through empirical research, in order to find out the quality problems, and to make suggestions to improve thequality of government information and solve the information quality problems.【Methods/process】By using statistical meth-ods and comparative analysis methods, the paper takes the 2016 annual report of government information disclosure of 18 cities in Henan Province as an example, makes an evaluation of the quality of public information and public satisfaction inthe government information disclosure.【Result/conclusion】It is found that the government＇s normative documents werehighly publicized, and the way of publicity is mainly websites. The quantity of public information depending on applicationis small, the information timeliness is low, and the public dissatisfaction of some governments information disclosure ishigh. At last, the author puts forward three suggestions to strengthen the information needs analysis, enhance the publicawareness of the right to know, and innovate the government information disclosure service model.
