摘要
2016年“街区制”概念首次从国家层面正式提出,倡导开放住宅区、窄马路、密路网的规划建设理念,是对近年来城市建设中相对粗放的建设模式进行的重要纠偏。“街区制”模式再次强调了“以人为本”的设计理念,要求城市交通更加关注人性化、精细化的设计。在老城区综合交通整治过程中,“街区制”尤为重要。本文正是从“街区制”模式出发,梳理国内外关于“街区制”的理论研究和实践经验,总结“街区制”模式下交通规划的思路及设计要点,从规划、设计、管理三个层面提出缓解老城区交通拥堵、恢复老城区活力和吸引力的具体方案,并通过具体实施评价验证了其良好的效果,其规划设计思路和工作方法可作为类似项目的良好借鉴。
The concept of "open community" was proposed at the national level in China in 2016, which aims to promote open residential areas, narrow roads and dense road network in planning and construction. This is an important correction to the relatively extensive growth mode in urban construction in recent years. Open community once again emphasizes the concept of "people-oriented", and requires urban transportation system to be more user-friendly and deliberately designed. The concept of open community is of vital significance for the comprehensive transportation optimization projects in old downtown areas. This paper reviews theories and practices on open communities, summarizes key methods and design points of open communities, and from the perspective of planning, design and management respectively, proposes measures to relieve traffic congestion and restore vitality and attractiveness in old downtown areas, which have proved to be successful in real practice and could contribute to other similar projects.
