城市更新与环境整治的三十年——“生态修复、城市修补”实践的再认识

URBAN REGENERATION AND ECOLOGICAL IMPROVEMENT IN THIRTY YEARS： REFLECTIONS ON THE PRACTICE OF ＂CITY BETTERMENT AND ECOLOGICAL RESTORATION＂

“生态修复、城市修补”是否是过去城市更新和环境整治实践的重复，它对城市发展有什么样的历史意义？围绕这些问题，笔者回顾我国改革开放后50多年来的城市更新和环境整治实践历程，选取315项项目样本进行统计分析，从时间序列、实践类型、地区分布及类型内容等方面重点分析我国城市更新和环境整治的特点，通过与三亚“城市双修”的实践内容进行对比，指出“城市双修”并不是之前整治实践的重复，而随着我国城市发展进入新的阶段，对于城市的认知也发生着重要变化，“城市双修”与过去的城市更新与环境整治相比，在价值取向、技术方法等方面都更具有综合性、系统性的意义。

Is ＂City Betterment ＆ Ecological Restoration （CBER）＂ in Sanya City the same as the practice of urban regeneration and environmental improvement in the past？ How to judge the emergence of CBER in a historical view？ In the over 30 years since China＇s reform and opening up, the government has carried out a great deal of practice on urban regeneration and environmental improvement. This paper selects 315 such cases for statistical analysis and literature reading. Through comparative analysis, the paper finds that, rather than the repletion of the previous renovation practice, the CBER has a different cognition on cities along with the development of Chinese cities, and that the CBER in Sanya City is more systematic, comprehensive, and innovative than the previous practice in terms of value orientation, technical methods, etc.
