欧盟人才流动政策对粤港澳大湾区发展的启示

The flow of talented people policy in the European Union and the enlightenment to the development of Yuegang'ao Great Bay Area

促进创新要素自由流动,有助于推动地区协同创新发展。粤港澳大湾区涉及珠三角9市、香港、澳门特别行政区,保证人才在粤港澳大湾区自由流动是粤港澳大湾区建设过程中需重点考虑的问题。欧盟涉及多个主权国家,欧盟一体化进程中消除人才流动障碍的经验做法对粤港澳大湾区建设有一定的借鉴意义。研究欧盟促进人才自由流动的政策措施,总结和分析其特点,在此基础上提出对粤港澳大湾区建设的启示建议。

The free flow of the elements of innovation helps to promote the coordinated and innovative development of the region.Yuegang＇ao Great Bay Area includes nine cities in the Pearl River Delta,Hongkong and Macao.Its construction need to focus on the free flow of talented people.The European Union involves a number of sovereign states,and its successful experience of eliminating the obstacles of labor mobility has reference significance to the construction of Yuegang＇ao Great Bay area.This paper studies the EU policies and measures for promoting the free flow of labor.Summarize and analyze its characteristics.Finally,some suggestions on the construction of Yuegang＇ao Great Bay Area are put forward.
