"网络欺凌"(cyber bullying)是伴随着互联网及通讯技术的发展而出现的一种新的社会欺凌现象,在世界各国具有一定的普遍性。由于网络欺凌具有高度的匿名性和隐蔽性,再加上被欺凌者大多常保持沉默,使网络欺凌更为普遍,更加复杂隐蔽,也更加难以控制。网络欺凌需要综合治理,但根子在教育,学校需要加强预防网络欺凌教育、网络安全教育、网络责任教育、网络素养教育以及生命教育、同情心教育和心理教育等。
