摘要
疗养院职能部门是为医务一线提供保障的部门,通常以目标完成作为管理手段,传统的绩效考核更多关注的是对结果的评价,或仅仅对财务指标的评价,而忽视对于一些过程管理的评价,而且评价指标都过于主观,评价结果通常也会由于缺乏数据支持而变得没有说服力。笔者旨在探讨使用平衡积分卡,设置关键绩效指标,从业绩评价及态度评价两方面来衡量一定质量要求下的工作量和工作进度,重点在评价过程而非结果。同时通过科室评级来设定科室系数,合理拉开绩效分配差距,激发职工主观能动性及工作积极性,参与到院日常管理中,从而实现全院战略目标。
The functional departments of a sanatorium provide security for the medical frontline putting goal completion as a management method. Traditional performance assessment pays more attention to the evaluation of results or financial indicators,yet neglects to appraise process managements. Besides,the evaluation index is too subjective while appraisal result is not convincing enough since lack of supported data. The paper is to discuss the use of a balanced scorecard to set up key performance indicators and to measure the workload and schedule under certain quality requirements from performance and attitude evaluations,focusing on the evaluation process rather than results. Meanwhile,the department rating is used to set section or department coefficient to achieve a rational gap in performance distribution,to stimulate the subjectivity and work enthusiasm of the staff so as to participate in the daily management of hospital,therefore achieving the strategic goals of the hospital.
