我院远程医疗应用现状及发展建设的实践体会

Present Situations and Development of Telemedicine Application

为充分利用现代信息技术提高医疗服务能力,使医学资源、专家资源、技术设备资源充分共享,推进分级诊疗,2016年江西省人民医院建立省内首个省级远程会诊中心,与兴国县人民医院、永新县人民医院、修水县人民医院等基层建立了医院间远程医疗系统,并与北京解放军总医院、中日友好医院、北京天坛医院等上级医院对接远程医疗系统,架起了一条"县级—省级—国家级"三级诊疗高速通道。目前可开展临床交互式会诊、多学科会诊、影像会诊、病理会诊和远程教学等项目。为建立远程会诊管理运行的长效机制,该院创新发展模式,通过建立远程会诊专家库、制定工作制度流程、拓展远程服务项目等一系列举措,大力推行远程医疗服务,实现"小病不出乡、大病不出县、疑难杂症不出省",推进分级诊疗落地,有效缓解群众看病就医难题。截至2017年12月底,已经完成近150例疑难病例远程会诊,2 000余例远程病理诊断,有效缓解了"看病难、看病贵"等问题,让患者在家门口享受优质健康医疗服务,在就医过程中有更多的获得感与幸福感。

In order to make full use of modern information technology for promoting to share resources of medicine,experts and technical equipment full and enhancing hierarchical diagnoses and treatments,People＇s Hospital of Jiangxi Province established the first provincial remote consultation center in 2016 and the inter-hospital telemedicine system with primary hospitals such as People＇s Hospitals of Xingguo County,Yongxin County,and Xiushui County,and connected the remote consultation center with superior hospitals like the Beijing PLA General Hospital,the Sino-Japanese Friendship Hospital,and Beijing Temple of Heaven Hospital,which has set up a＂county-province-state-level＂high-speed channel of three-level diagnosis and treatment. At present,consultations of clinical interaction,multi-disciplines,image,pathology and distance teaching could be carried out. To establish the long-term mechanism of remote consultation management,the hospital has innovated development mode through the expert databases of remote consultation,work system process,expansion of remote service projects and a series of initiatives,it vigorously promoted the implementation of telemedicine services to realize an outcome that patients suffering ailments do not go out of the village,those suffering serious illness fail to come out of county,the patients suffering from complicated diseases do not come out of the province. At the same time,classified diagnosis and treatment was carried out which effectively alleviated difficulty to see a doctor. By the end of December 2017,nearly 150 patients suffering from complicated illness enjoyed remote consultation and over 2 000 cases were diagnosed by remote pathological diagnosis,therefore,the issue of ＂Difficult to see a doctor,expensive to see a doctor＂was effectively solved so that patients could enjoy superb health care services near their houses and gain more acquisition and happiness in the course of seeking medical treatment.
