摘要
学院治理制度化是现代大学治理的内核要素之一。制度变迁理论同样适用于学院治理历史变迁的分析。我国学院治理法律及规章、权力相对集中于高校层面的历史因素、学院内部治理中以行政权力主导的惯性力量、制度执行机制的不完善等共同构成了当前学院治理改革路径依赖的因素。完善高等教育法律法规的内容设计,科学设计学院内部治理结构,建立相对完善的制度实施机制以及促进学院治理制度供给主体多元化,是推进学院治理制度化的根本途径。
The institutionalization of college governance is one of the core elements of modern university governance. The institutional transformation theory also applies to the analysis of the historical changes of college governance. China's college governance laws and regulations, the historical factors that the power is relatively concentrated in the university level, the inertial power dominated by the administrative power of the internal governance of the college, and the imperfections of the institutional execution mechanism all together constitute the factors that depend on the reform path of the current college governance. Perfecting the contents of higher education laws and regulations such as university regulations, designing the internal governance structure of the college with a scientific and rational system, establishing a relatively complete institutional implementation mechanism, and promoting the diversification of the main bodies of the college governance system are the fundamental ways to promote institutionalized institutional governance.
