西安市小微企业扶持政策效果评价研究

Research on the Evaluation of Small and Micro Entrepreneurial Support Policy's Effectiveness in Xi'an

陕西省西安市政府积极响应国家大众创业、万众创新号召,相应出台了一系列的创新创业扶持政策。小微企业是创业早期的主要表现形式,小微企业的扶持政策效果仍有待商榷和验证。该文通过构建科学的效果评价指标,运用层次分析法和模糊综合评价法对小微企业的扶持政策效果作出科学评价。研究结果表明西安市的创业扶持政策处于中等水平,总分值为76.33分,在取得一定成绩的同时也暴露出一些问题,针对存在的具体问题,提出了相应的政策建议,为创业扶持政策的合理修正和优化运行提供参考。

Since the public entrepreneurship innovation was announced,the local governments in Xi ＇ an,Shaanxi Province relevantly have introduced a series of entrepreneurial innovation policies. The early form of business startups manifests as small and micro enterprises,so the effect of supporting policies for small and micro enterprises remains to be discussed and verified. This paper makes an empirical study on the effect of the entrepreneurial support policy by constructing the scientific effect evaluation index and combining the analytic hierarchy process and the fuzzy comprehensive evaluation method. The results show that the entrepreneurial support policies in Xi＇ an are at a moderate level,while achieving certain achievements it also has exposed some problems. This paper puts forward some measures to solve the specific problems so as to provide some reference for the adjustment and effect optimization of entrepreneurial support policy.
