摘要
宅基地制度是中国农村的基础性制度之一,对于乡村振兴战略具有十分重要的意义。宅基地制度的改革要科学处理宅基地相关权利之间的关系,探索宅基地所有权、资格权、使用权"三权分置"是今后宅基地制度改革的主要发展方向,具体路径是落实宅基地集体所有权、保障宅基地农户的资格权、放活宅基地使用权和农民房屋使用权和用好国家监管权。
The homestead system is one of the basic systems in rural China and it is of great significance for the strategy of rural vitalization. The reform of the homestead system must scientifically deal with the relationship among homestead-related rights. The main direction of the homestead system reform is explore the ＂ three powers＂ of ownership,qualifications,and use rights of the homestead,and its specific path is to implement the rights of collective ownership,farmers＇ qualifications for homestead,farmers＇ use for houses,state supervision power,etc.
