摘要
中国经济发展呈现新常态,地质调查工作面临新任务和新形势。文章阐述了现有地质系统现有人才队伍的年龄、学历、专业、机构、专业技术等方面的概况;探讨了当前地质人才队伍建设在实施人才强局战略、搭建人才培养平台等方面的自身优势;剖析了地质人才队伍建设与国家战略需要之间在总量规模、人才结构、科研创新力等方面的差距;并据此在以下四个方面提出加强地质人才队伍建设的建议:聚焦国家战略需求建设地质人才队伍;进一步优化人才队伍结构;构建成果转化和实施效果导向的地质人才评价机制;倡导以精神奖励与物质刺激相结合的人才激励机制。
Economic development in China presents a new normal and geological survey is faced with new tasks and new situation.This paper discusses the general situation of the existing geological talent teams in age,qualification,specialty,organization,professional skill and other aspects,describe the advantages of the teams in implementing the strategy to reinvigorate the Bureau with talents and establishing a platform to cultivate talents,explains the differences between the geological talent teams and the national strategicneeds intotal quantity andscale,talent structure,innovationability and other aspects. The paper also put forward the followingcountermeasuresfor construction of talent teams: to construct geological talent teams focusing on the national strategic needs,to optimize further the talent team structure,to build up a geological talent evaluation mechanism oriented in achievement transformation and results implementation,and to advocate a talent incentive mechanism to combine spiritual reward and material incentive.
