高职院校科研经费普遍粗放式的管理方式导致现行科研经费管理工作中存在很多问题。因此,如何更好地利用信息爆炸时代产生的海量数据为科研管理服务,积极推进高职院校科研经费管理由粗放式向精细化转变,提升科研经费管理服务水平,探索科研经费精细化管理的标准,是高职院校科研管理、财务管理的一项重要任务。高职院校科研经费精细化管理的标准:一是管理基础标准:熟悉知识,按法规做事;二是管理技能标准:发挥专长,以技能处事;三是管理职责标准:明确职责,依职能办事;四是管理流程标准:优化程序,照流程律事;五是管理协同标准:协同创新,靠协调成事。

The modes of scientific research funds management in higher vocational colleges have led to many problems in the scientific research fundsmanagement. So,it is an important task of scientific research management and financial management in higher vocational colleges how to better use the mass data generated by the information explosion era for scientific research management,how to promote actively the transformation of scientific research funds management in higher vocational colleges from extensive management to fine management,how to improve the level of scientific research funds management,and how to explore the standards for scientific research funds management. Standards for fine management of scientific research funds in higher vocational colleges are as follows: thestandards for basic management is to be familiar with knowledge,and do things according to relevant regulations; the standard for management skills is to bring specialty into play,and work with skills; the standards for management responsibility is to clarify responsibilities and act according to their functions; the standards for management process is to optimize procedures and work according to process; and the standards formanagement coordination is to have collaborative innovation,and accomplish anything by relying on coordination.
