基于技术标准的科技计划项目立项决策研究

A research on decision making in S&T plan project approval based on technical standards

技术标准的发展水平与竞争力是一国科技创新的重要标志,科技计划在技术标准化的过程中应发挥重要的引导和支撑作用。在分析科技计划项目的技术标准导向及支持重点基础上,从科技计划项目初筛、立项评估和考虑关联性的立项决策三个环节构建了基于技术标准的科技计划项目立项决策方法,为我国基于技术标准的科技计划项目立项管理提供参考。

The development level and competitiveness of technical standards is an important symbol of scientific and technological innovationin a nation,so S&T plansshould play an important guiding and supporting role in the process of technology standardization. On the basis of analysis of technical standard orientation and support emphasis for the S&T plan projects,this paper constructs the decision making methodsof S&T plan project approval fromthree aspects,including preliminary screening,evaluationand decision making under consideration of projects' relevance. This paper may provide references for S&T plan project approval management based on the technical standards.
