摘要
20世纪70年代以后,发达市场经济国家逐渐把目标管理理论应用于政府财政支出领域,推行绩效预算,大幅度提高了政府的公众满意度。我国改革开放以来,目标管理理念得到普遍应用,进入21世纪后,我国积极探索财政支出领域的绩效管理。目前地质调查绩效管理存在的主要问题:一是绩效评价流于形式,没有发挥应有作用;二是各项配套制度缺乏统一的政策目标,制度碎片化;三是统筹管理力度不够。要解决以上问题:一是树立重实效的成果评价新理念,发挥成果评价"牛鼻子"的作用,引导地质调查为经济社会发展做出更大贡献。二是全面实施绩效管理。健全完善绩效考评指标体系和绩效考评机制,明确职责权力,完善配套政策。本文初步构建了适应绩效管理要求的地质调查成果评价指标体系,对"十二年"地质调查成果进行了粗略评价。
After 1970s,the developed market economy countries gradually put the target management theory into the field of government financial expenditure,and the implementation of performance budget greatly improved the government's public satisfaction. Since China's reform and opening up,the target management concept has been widely used,after entering the 21^(st) Century,China actively explored the field of financial expenditure performance management. At present,there are three questions about the performance management of geological survey. Firstly,performance evaluation was a mere formality,having not played its due role; secondly,the supporting systems were fragmented and lacked targets for unified policies; and thirdly,the overall management strength was not enough. To solve the above problems,the pragmatic new idea for achievement evaluation should be established,on the one hand,to give the'leading'role of achievement evaluation to full play,and to guide geological surveys to contribute greatly to economic and social development; and performance management should be implemented comprehensively on the other hand,to improve the performance evaluation index system and performance evaluation mechanism,to clarify responsibilities and rights,and to perfect supporting policies. This paper constructed the evaluation index system of geological survey achievements and made a rough evaluation of the ' twelve years of' geological survey achievements.
