摘要
北京市以全国科技创新中心为自己的城市战略定位,而由于拥有大量的优质科研资源,科学创新成为首都的一项核心功能及创新特色。生物科学作为一门基础科学,其应用领域不断扩大。现在,生物科学领域的科学创新已经成为科技情报跟踪监测的一项重要工作。本文以学术情报的视角,对生物科学领域的文献计量分析,以相对引文影响指标RCI值及北京科学创新产出比重对北京在该领域的创新能力进行测度计算和影响分析,并对北京在生物科学领域的创新点变化进行分析,对北京在生物科学领域具有创新能力的科研机构进行比较。北京在全国科技创新中心的定位指导下,不但要针对具有科学创新能力的科研院所加大科研经费投入,还要鼓励科研院校与企业机构的协同创新能力,加速产学研进程,使科学创新更好的支撑技术创新,使北京在生物科学领域引领并形成创新驱动发展的新常态。
As the national science and technology innovation center,Beijing has a large number of high- quality scientific research resources,so that scientific innovation becomes a core capability and innovative feature of the capital. Bioscience as a basic science,its application domain expands unceasingly. At present,the scientific innovation of bioscience field has become an important task of science and technology intelligence monitoring. In the perspective of academic intelligence,base on bibliometrics analysis in the field of bioscience,using the relative citation impact and the proportion of Beijing's scientific output,this paper measures and analyzes the scientific innovation ability of Beijing in the field of bioscience,analyses Beijing's innovative changes in the field of bioscience,and compares the scientific research institutions with the scientific innovation ability in the field of biological science. Under the guidance of strategic positioning of the national science and technology innovation center,Beijing should not only increase research funding to the scientific research institutions,which have the scientific innovation ability in the field of biological science,but also improve the ability of collaborative innovation of academic institutions and enterprises,which accelerate the process of production. This could ultimately cause scientific innovation to support technological innovation,and the'new normal'of innovation- driven development in the field of bioscience is gradually taking shape in Beijing.
