中关村对首都经济社会发展贡献的评估研究

An evaluation of the contribution of Zhongguancun to Beijing's economic and social development

本文在比较和借鉴国内外有关区域创新发展评估体系的基础上,基于《北京市国民经济和社会发展第十二个五年规划纲要》和《中关村国家自主创新示范区规划纲要(2011-2020年)》对中关村发展的功能定位,从经济发展、社会发展、创新发展、绿色发展、文化发展、创新政府服务、开放合作7个维度,首次构建了中关村对首都经济社会发展贡献的评估指标体系和评估模型,并采用专家调查和层次分析法开展了实证评估研究,研究结果为定量监测中关村对首都经济社会发展贡献的水平,优化和改进中关村的发展战略和政策提供了支撑。

Based on a systemic analysis and comparison of the domestic and international assessment system of regional innovation development,according to the development orientation and target of Zhongguancun in the Twelfth Five- Year Plan for Beijing’s Economic and Social Development and Zhongguancun National Independent Innovative Demonstration Zones Plan( 2011- 2020),the paper established an evaluation index system from seven dimensions of economic development,social development,innovation development,green development,cultural development,innovation of government services and international cooperation conforming to the characteristics of Zhongguancun,and carried out an empirical study with the delphi and AHP methods. The study results will provide support to quantify and monitor the contribution of Zhongguancun to Beijing’s economic and social development and to optimize and improve the developmental strategies and policies of Zhongguancun.
