“放管服”改革背景下的地方政府事权承接研究——基于广东省中山市镇区的调查分析

The Research on How Local Government Undertakes the Delegated Power Under the Background of the Deregulation & Regulation & Service Reform——Investigation and Analysis Based on the Township of Zhongshan City of Guangdong Province

随着"放管服"改革的推进,大量事权向地方政府下放,然而目前关注较多的是事权如何下放,而对下放的事权能否被地方政府特别是基层政府顺利承接起来却关注不够。为此,本文通过选取广东省中山市25个镇区为样本,具体分析"放管服"改革以来,该市事权下放和镇区基层政府事权承接情况,以及当前在事权承接过程中存在的主要问题。在此基础上,对进一步推进"放管服"改革和事权承接提出思考和建议。

With the promotion of the reform in the deregulation, regulation and service, a lot of powers will be transferred to the local government, but now it is more important to pay attention to how to undertake them. Based on this reason, the paper investigated 25 townships in Zhongshan City of Guangdong province, analyzed the current situation and the main problems existed in the process of undertaking powers, and put forward some suggestions for the reform of deregulation, regulation and service.
