国际视野下国家资历框架对我国职业资格制度改革的启示借鉴

The Enlightenment of National Qualifications Framework from the International Perspective to the Reform of Vocational Qualification System in China

职业资格制度与学历证书、职称、职业技能等级认定等制度的沟通衔接,是当前我国职业资格制度改革难点问题之一,也是社会关注度较高的问题。从国际经验看,国家资历框架为解决这类问题提供了基本的政策工具。本文基于国家资历框架的视角,在充分借鉴发达国家成功经验的基础上,对现行职业资格制度的框架体系、运行机制、治理模式改革进行了系统思考,以便为解决职业资格与职业发展体系脱节、职业标准设置不科学不统一、政府主导的单一治理模式、国际资格互认工作进展缓慢等现实困境,提供参考借鉴。

The connection of the vocational qualification system and other systems such as the system of academic certificates, professional titles and vocational skill level recognition is one of the difficulties in the reform of China＇s vocational qualification system, and it is also an issue highly concerned by the society. According to international experience, the national qualifications framework provides basic policy tools for solving this problem.
