By reviewing the 30-year history of China national hi-tech industrial development zones and their achievements, the paper reveals and analyzes the national impact and historical significance of constructing the national hi-tech industry development zones. Through an indepth analysis of the transformation development of the hi-tech industry development zones and the challenges they face in the new era, this study proposes the target and general plan of developing ＂innovation economy＂ in the 3 rd Entrepreneurship, as well as key measures of advancing national high-tech industrial development zones in the new era according to their current development.
