摘要
政府决策模式由经验式决策向基于数据的科学决策转变,进一步强化了大数据资源在政府决策中的地位和作用。政府决策对大数据资源的需求越来越表现出数据种类的多样化、数据内容的集成化、数据处理的即时化和数据支持的智能化特点。为满足政府决策对大数据资源的需求,需要以国家治理现代化和政府决策科学化的整体战略为依据,围绕大数据资源的采集、存储、加工、分析、服务等环节和数据资源、信息技术、基础设施、保障因素等构成要素,构建面向政府决策的大数据资源规划模型,推动大数据资源在政府决策中的价值实现。
The government decision-making model is changed from experiential decision to data-based scientific decision-making,which further strengthens the status and role of big data resources in government decision-making. The demand of government decision-making for big data resources is increasingly showing the following traits,such as the diversity of data types,integration of data content,immediacy of data processing and the intelligence of data support. In order to meet the needs of government decisionmaking for big data resources,it needs to take the overall strategy of the modernization of national governance and the scientific decision-making of government as the basis,and to focus on such aspects as acquisition,storage,processing,analysis and service of big data resources as well as the constituent elements like data resources,information technology,infrastructure and security factors. By doing this,the big data resources planning model for government decision-making is constructed to promote the value realization of big data resources in government decision-making.
