高质量发展背景下东北振兴的战略选择

Strategic Choice of the Northeast Revitalization under the Background of High-quality Development

1978年以来,东北经济在全国的地位一直处于下降态势,呈现明显的阶段性,经济增长态势与全国一致,但波动幅度明显大于全国,经济差异呈现σ趋同。高质量发展对于东北振兴既是机遇又是挑战。在高质量发展的背景下,东北振兴的战略重点是推进产业转型升级,实现产业发展高质量;城乡并举,实现区域协调高质量;积极参与"一带一路"建设,实现对外开放高质量;严格环境保护,实现生态文明高质量。东北地区应提高经济的市场化程度,促进经济增长动能的顺利转换,从根本上破除发展的体制机制障碍,提高城镇化质量,加强区域合作,促进高质量发展。

Since 1978, the position of the Northeast economy in our country has been declining. It shows a significant stage, the fluctuation of economic growth is consistent with the whole country, but the fluctuation range is obviously larger than that of the whole country, economic differences show σ convergence. High-quality development is both an opportunity and a challenge for the revitalization of the Northeast. Under this background, the strategic focus of revitalization is promoting industrial transformation and upgrade to realize the high-quality industry; developing urban and rural areas simultaneously to realize the high-quality regional coordination; participating in the the Belt and Road Initiative to achieve the high-quality opening-up; protecting environment strictly to achieve a high quality of ecological civilization. The Northeast should improve the degree of marketization, promote the smooth transformation of economic growth＇s momentum, break the barriers in system and mechanism fundamentally,enhance the quality of urbanization, strengthen regional cooperation, and promote high-quality development.
