高质量发展视野下供给侧结构性改革:问题与对策

A Study on the Problems and Suggestions of Supply-Side Reform Under the Perspective of High-Quality Development

我国经济已经由高速增长阶段转向高质量发展阶段,正处于转变发展方式、优化经济结构的攻关期,必须把提高供给体系质量作为主攻方向,显著增强我国经济质量优势。当下我国在推动供给侧结构性改革过程中暴露出:重视产业供给而忽视政策供给;重视经济改革而忽视社会、体制机制等其他领域改革;重视政府主导与要素投入而忽视市场、创新驱动;产业调整方向模糊等诸多问题。应采取有效措施予以解决:构建中国特色的供给侧结构性改革理论体系;减税降费,简政放权;增加公共品供给,提升公共服务能力;培育企业家市场,形成创新驱动发展模式;根本优化产业结构。以供给侧结构性改革为主线,有效解决我国在推动供给侧结构性改革过程中暴露出的诸多问题,对保证供给侧结构性改革取得成功,实现高质量发展至关重要。

Promoting high-quality economic growth is the basic demand and target of supply-side reform. Under the perspective of high-quality development,the main existing problems of supply-side reform include imitating the theory of western supply school,emphasizing industry supply but ignoring policy supply,emphasizing economic reform but ignoring political and other fields,emphasizing government-led and factor inputs but ignoring market-driven and innovation-driven,the adjustment direction of industrial structure is not clear and so on. Corresponding countermeasures include building the theoretical system of supply-side reform with China＇s characteristics,tax abatement and fees reduction and government decentralization,increasing urban public goods supply and enhancing public service capacity,cultivating entrepreneurs market and developing the pattern of economic development driven by innovation,optimizing industry structure and so on.
