民营房地产公司议标采购的理论与实践

摘要 议标是一种特殊的招投标模式,有其优势和弊端。民营房地产公司在工程建设、物资采购时选用议标模式,以货比三家的原则,紧扣质量、造价、工期、售后服务等开展谈判,同时,民营业主直接参与或监管议标及商务谈判,既充分发挥了议标灵活、高效的优势,也克服了议标垄断、腐败的弊端。通过建章立制,加强议标采购工作的标准化建设,也能做到公开、公平、公正、高效,降价成本,取得经济效益。 The negotiation of bids is a special bidding mode, which has its advantages and disadvantages. Based on the principle of comparion with other businesses,private real estate companies select the mode, which is used in construction projects and material procurement, to conduct negotiations in quality, cost, construction period, and after-sales service. At the same time, private owners directly participate in or supervise the process of bid negotiation and business negotiation, which can not only fully exert flexible and efficient upsides, but also overcome the drawbacks of monopoly and corruption. By establishing regulations and legislations, standardizing the negotiation of bids and procurement, private real estate companies can also be open, fair, efficient, cost-reduction, and obtain economic benefits.
