基于供给侧结构性改革的PPP高速公路项目运营模式研究

PPP模式加快了高速公路项目建设速度,降低了政府债务率。随着PPP模式的高速公路不断投入运营,"一项目一公司"的运营模式加大了政府在项目运营期的财务支出,造成无效过给。因此,在供给侧结构性改革的背景下,根据PPP模式下的高速公路运营现状,从运营模式、科技使用、养护资源配置优化、一线生产人员模式优化等方面提出了提高高速公路运营管理有效供给的解决途径。研究结果能够PPP模式下的高速公路运营管理提供可操作性的实施方法。

PPP model speeds up the speed of highway project construction and reduce the government＇s debt rate. But with the continuous operation of highway project under the PPP mode, the operation mode of ＂one project and one company＂ has increased the government＇s financial expenditure in the project operation period, resulting in the invalid. Therefore, under the background of the structural reform of the supply side, according to the current situation of the highway operation under the PPP model, the solutions for improving the effective supply of the management of the expressway operation management are proposed from the operation mode, the use of science and technology, the optimization of the maintenance resources allocation and the optimization of the mode of the frontline personnel. The research results can provide an operable implementation method for expressway operation and management under PPP mode.
