浅谈施工单位工程款被拖欠的问题及应对策略

On the Problem of the Arrears in the Construction Unit's Project Payment and Its Countermeasures

目前,建筑施工行业产能严重过剩,市场供需失衡,"僧多粥少"使得建设单位为争夺订单,进而相互压价,而低价竞标必然会引发一系列不良的后果,其中一个重要的问题就是结算困局,工程款被拖欠的现象严重。本文从施工单位和建设单位两方面分析了建筑施工结算困局发生的原因,并提出了解决这一结算困局的策略,以供同行参考。

At present, there is a serious overcapacity in the construction industry, and the supply and demand in the market is out of balance, so to compete for orders, the construction companies push down each other＇s prices. Low-price bidding will inevitably lead to a series of adverse consequences. One of the important issues is the settlement dilemma and the serious arrears of construction money. This article analyzes the reasons for the difficulties of building construction settlement from two aspects of the proprietors and constructors, and proposes a strategy to solve this settling dilemma, for reference by peers.
