摘要
人才作为"第一资源",在未来深化供给测结构性改革、激发各类市场主体活力、实现高质量发展方面,无疑是城市发展最关键,也是最急缺的要素。中国近些年的城镇化进程,中小城市在区域经济中的作用越发明显,然而由于各方面因素的制约使得这些城市在资源配置中始终处于劣势地位,人才资源就是其中的一个方面。大城市吸引的人才数量、层次、结构上远远超过中小城市,尤其是在当前人才大战越演越烈的情况下,人才引进工作处于被动地位。究其原因主要是中小城市硬实力不足和软实力匮乏所造成的。要想打破中小城市这种不利的局面,就必须注重中小城市人才的引进中面临的不利和有利因素的分析,提出相应的策略。本文重点从城市定位、环境塑造、观念转变、政策重塑、方式手段等方面研究中小城市人才的引进策略。
As the "first resource", talents will undoubtedly be the key to urban development and the most critical element in deepening supply and testing structural reforms, stimulating the vitality of various market entities, and achieving high-quality development in the future. In recent years, the process of urbanization in China, the role of small and medium-sized cities in the regional economy has become more and more obvious. However, due to constraints of various factors, these cities have always been in a disadvantageous position in the allocation of resources, and human resources are one of the aspects. The number, level, and structure of talents attracted by big cities far exceed those of small and medium-sized cities, especially in the current situation where talent wars have become increasingly fierce. Talent introduction work is in a passive position. The reason is mainly due to the lack of hard power and the lack of soft power in small and medium-sized cities. To break this unfavorable situation in small and medium-sized cities, we must focus on the analysis of the disadvantages and favorable factors faced by the introduction of talents in small and medium-sized cities and put forward corresponding strategies. This article focuses on the introduction of talents in small and medium cities from the aspects of urban orientation, environmental shaping, concept change, policy reshaping, and means.
