Study on Problems and Countermeasures of Temporary Use Forestland in Quzhou-Ningde Railway

介绍衢宁铁路宁德段工程建设项目临时使用林地情况,指出选址难、报批材料杂、部门协调难度大、未批先占林地、占地量多等问题,并从林地保护宣传、多部门参与项目选址、靠前服务指导和强化林地执法等方面进行了探讨,为今后铁路工程建设项目高效临时使用林地提供参考。

This paper introduces the situation of the temporary use of woodland in Quzhou-Ningde Railway, and points out the problems of difficult location, miscellaneous materials, difficulty in coordinating departments, non-preemptive forestland, and a large amount of land, and it has been carried out in aspects of forest protection propaganda, multi-sector participation project location, pre-service guidance and forestland enforcement. The purpose of this study is to provide references for the efficient and temporary use of forestland in railway construction projects in the future.
