Research Results,Delivery Tunnels and the Governance of University-affiliated Think Tanks

[目的/意义]我国高校智库数量众多但政策影响表现平平,优化高校智库治理对提升其政策影响具有重要现实意义。[方法/过程]基于政策研究成果和成果传递通道两个关键要素搭建智库嵌入政策过程、发挥政策影响的逻辑框架,并据此阐释高校智库的政策影响现状及困境。[结果/结论]高校智库长于学术研究而弱于政策研究,对决策系统内部信息掌握相对不足,缺乏研究成果的直接传递通道,其更适于在政策议程和政策评估等阶段发挥影响。立足于既有的政策影响资源状况,高校智库当明确自身定位,选择合适的政策影响方式;适度变革内部治理以促进政策影响资源的内生及优化;参与和构建跨类别智库合作平台,实现内外资源的整合。

[Purpose/Significance] There are numerous university-affiliated think tanks in China but they are lack of policy influence. It is meaningful to optimize the governance of the university-affiliated think tanks to enhance their policy influence. [Method/Process] A logical framework within which the think tanks involved is built based on the research results and the delivery tunnels. This paper analyses the current situation and the dilemma of the policy influence of university-affiliated think tanks thereunder. [Result/Conclusion] The university-affiliated think tanks are expert in academic research but less skillful in policy study, they are insufficient comparatively in the internal information and short in the direct tunnels for delivering research results. That makes them easier to play roles at the policy agenda and policy evaluating stages. Based on the existing condition of policy influence, university-affiliated think tanks should choose some appropriate ways in policy influencing with explicit self-positioning; reform the internal governance mechanism moderately to urge the high-quality resources to endogeny and optimization constantly; get involved actively and construct a cooperative platform among the cross-categories think tanks and integrate the internal and external resources.
