Research on the Policies' Evolution Characteristics and Value Change of the Exploitation and Utilization of Government Information Resources in China

[目的/意义]回顾历史,厘清政务信息资源开发利用的政策演进特征及价值嬗变脉络,对于政府如何引导当前全社会信息资源的科学开发和合理利用迫在眉睫、意义重大。[方法/过程]采用内容分析法探究了1994年至2017年期间中国政务信息资源开发利用政策的政策议题、政策主体的演进特征及其价值嬗变脉络。[结果 /结论]研究发现,政策议题和政策主体的演进特征显著,政策价值取向从政务信息资源的"保有"向"盘活"转变,以资产化为核心的信息资源开发利用价值观逐步建立。

[Purpose/Significance] Looking back at the history, the paper clarifies the policy evolution characteristics and value change of government information resources. It＇s urgent and significant for the Chinese government to guide the scientific exploitation and rational utilization of information resources in the whole society. [Method/Process] The paper explores the policy evolution characteristics of government information resources in China from 1994 to 2017. Policy issues and subjects are the two aspects. Value change is another main point. Research method is content analysis. [Result/Conclusion] There are significant evolution characteristics of policy issues and subjects. The value orientation of government information resource policy has changed from “keeping” to “activating”. In China, capitalization, the core value of exploitation and utilization of information resources, is gradually established.
