论校园欺凌的协同治理

摘要 校园欺凌行为的成因涉及家庭教育、学校环境、成长心理等多方面因素。传统家庭教育关系的不断弱化与消解,青少年刑事责任年龄的特殊性,降低了刑事惩罚的严肃性,法律规范缺乏有效落实,收效甚微,致使此类案件终未被遏制。校园暴力问题不断恶化,逐渐上升到校园欺凌的程度,亟待出台相关配套措施,以有效保障青少年身心健康及正常学习。 The reasons leading to bullying on campus include family education, school environment, psychology formed in the course of growth, and so on. Constantly weakened and dispelled traditional education relations in families and teenagers' special ages for criminal responsibilities have decreased strictness of criminal punishment. The insufficient application of laws and regulations caused poor effects. As a result, bullying cases are not efficiently prevented.Violence on campus is getting more and more serious, and has developed into bullying on campus. Therefore, it is urgent for us to issue countermeasures, so as to effectively guarantee teenagers can develop healthily and study normally.
