摘要
教育园区建设有利于实现教育"提质"与"扩量"并举、推进教育发展特别是高等教育发展,同时带动所处地区的经济社会发展。为全面提高高等教育质量,振兴广西教育,广西于2015年4月启动建设南宁教育园区,但教育园区建设主要面临总体资金缺口巨大、现有可用建设资金少、土地购置费用高、多地办学运行成本较高、园区配套设施不成熟、征地拆迁受阻等问题。结合国内外支持教育园区建设的财政政策理论、实际操作经验和做法进行系统分析和研究,总结相关经验和启示,提出土地优惠供应、财政补助和贷款贴息、减免行政事业性收费、支持多渠道利用社会资金、加快基础设施配套等建议,以期为自治区和南宁市政府出台相关财政优惠政策提供有益借鉴,加快推动南宁教育园区建设。
The construction of educational zone is conducive to the realization of"quality education"and"expansion",promotes the development of education,especially the development of higher education,and enhances the economic and social development of the nearby area.In order to improve the quality of higher education and revitalize education in Guangxi,Guangxi Government started the construction of Nanning Educational Zone in April 2015,but the construction of the educational zone is mainly faced with a large total capital gap,less available funds,high cost of land purchase,high cost of running a school,immature supporting facilities and land expropriation and demolition.In this regard,this paper makes a systematic analysis and research on the financial policy theory,practical experience and practice of supporting the construction of Educational Zone at home and abroad,summarizes the relevant experience and enlightenment,and puts forward the preferential supply of land,the financial subsidy and the loan discount,the reduction and exemption of administrative fees,the multi-channel use of social funds,and the acceleration of the foundation of the basic facilities,in order to provide a useful reference for the Autonomous Region and Nanning Municipal Government to issue relevant financial incentives,and accelerate the construction of the educational zone in Nanning.
