Plight and Solution on Mixed Ownership System in Regional Vocational Education

混合所有制办学开启了职业教育领域办学模式改革探索新征程,是职教改革的新突破,职业教育混合所有制办学符合中国现代职业教育发展需求。通过调研分析,发现威海区域职教混合所有制办学主要存在法律基础弱、改革动力弱、管理能力弱等状况。针对问题提出了混合所有制办学思路与对策,即政府更新观念,进行顶层设计并制定政策对混合所有制办学大力扶持;尝试多元合作办学形式,优势互补;完善办学治理结构,采取法人治理,多元参与的管理模式;加强监督与管理,确保育人质量。

Mixed sector school running opens the new journey of the reform and exploration in educational model of vocational education. It is a new breakthrough in the reform of vocational education. Mixed ownership of school running in vocational education meets the demand of modern vocational education development in China. Through investigation and analysis, it is found that weak legal foundation, reform motivation and management ability exist in mixed ownership of vocational school running in Weihai region. In view of these problems, this paper puts forward the idea and countermeasure of mixed ownership of school running, namely, the government should update their idea, make top-level design and formulate the policy to support the mixed-ownership school running vigorously; we should try diversified and cooperative mode of school running and complement advantages with each other; we should improve the governance structure of running schools and adopt the management mode of corporate governance and diversified participation; we should strengthen supervision and management to ensure the quality of education.
