摘要
社会组织行政化主要表现为社会组织的目标替代,社会组织制度结构和人员构成的官僚化,社会组织功能的"部门化"与行动的非自主性,社会组织资源来源的垄断性和单一性等方面。社会组织行政化是由多重原因造成的,包括社会组织官办型生成方式所造成的路径依赖,我国"政府本位主义"社会管理体制方面的因素,也有社会组织自身的原因。未来需要从建立"他在性"的服务型政府,构建"引导型"的社会组织管理体制,完善社会组织运行机制等方面实现社会组织的去行政化。
The representations of administrative tendency in social organizations mainly include that social organizations target is replaced.The institutional structure and personnel composition in social organizations have the characteristic of administrative tendency,social organizations function have the feature of departmentalization and its action is of non-autonomy,and sources of social organization resources is monopoly and single.The administrative tendency of social organizations is caused by multiple factors which include such as that the establishment of social organization is exogenous,the social management system has the characteristics of the government selfish departmentalism,at the same time,and there are some reasons for social organizations themselves.In the future,it is necessary to build service-oriented government and guide management system for social organizations,and to improve the operation system of social organizations.
