摘要
教育制度是维系教育发展的基础和前提,也构成了教育发展的现实空间。高等教育的制度建构应遵循公正性、包容性和发展性的制度伦理逻辑,回归教育自身发展的根本,以科学理性思维重新审视教育公平问题,厘清高等教育改革的进路。当前,我国高等教育公平的制度建构及实践方面存在制度偏重不公、包容性制度弱化、教育选择环境缺失的问题,严重影响平等性教育机会、补偿性教育机会和选择性教育机会的规范性,需要从制度设计与建构、制度实施与运行、制度评价与调适等制度环节入手,审视制度缺陷、反思制度问题,从制度上构建教育公平的价值导向,进而推动高等教育公平发展。
The educational system constitutes the realistic space for the development of education. The value of higher education system includes impartiality, inclusiveness and development. The construction of higher education system should strengthen institutional reflection and re-examine educational equity. At present, there are still problems in China' s higher education equity including the unfairness in system, the weakened inclusive capacity and the missing educational choice environment. Equal educational opportunities, compensatory educational opportunities and selective educational opportunities cannot be effectively regulated. We should promote the equitable development of higher education from the aspects of system design, system operation, and system evaluation.
