SWOT Analysis on Industry Development of Chinese Medicinal Materials in Ili of Xinjiang

伊犁河谷素有"塞外江南"之称,野生中药材资源丰富,在伊犁河谷发展中药材产业,尤其是充分利用本地自然条件的优势,扩大中药材种植品种和规模,对促进产业结构调整,改善农村经济结构,提高农民收入及生态环境保护具有十分重要的意义。通过对伊犁河谷中药种植面积较大、技术水平较好的昭苏县、巩留县、特克斯县等进行实地调研,充分掌握了目前中药材栽培种类、产业现状、存在的问题。该研究采用SWOT分析法从产业发展的优势、劣势、机会和威胁4个方面进行分析总结,提出了伊犁州中草药产业拓宽发展思路、促进模式多元化发展方向,及全方位、多角度、多措并举的实施对策,伊犁河谷中药材产业发展的优势大于劣势,机遇与挑战并存;只要坚持以市场为导向,制定合理的政策,加大财政投入,积极引导农民合理种植,同时在保护野生资源及开发利用上下功夫,进一步理清中药产业发展思路,拓市场、引人才、建基地、强科技、抓产业,必能实现伊犁河谷中药产业可持续发展。

The Ili Valley is known as ‘A place with south-China-type scenery＇,which has rich wild medicinal plant resources,development of the Chinese medicinal materials industry is good,especially based on the full use of local natural conditions,the planted scale and varieties are expanded.It is significant to promote the adjustment of industrial structure,improve the rural economic structure,it is of great significance to improve farmers′income and ecological the protection of the environment.As the large Chinese medicinal materials planted areas in Ili valley,good technical level of Gongliu county,Zhaosu county and Turks county were used as research sites,the current cultivation status and existing problems were surveyed.SWOT analysis method was used to develop the state of Ili Chinese medicinal materials industry of four factors of strengths,weakness,opportunities and threats.The countermeasures were put forward about the Chinese medicinal materials industry in Ili：broaden the thinking of development,promote diversification development direction,and all-round,multi angle,variety of measures,development of industry in Ili Valley strengths outweigh the weakness,opportunities and challenges coexist;as long as adhere to market-oriented,reasonable policy,increase financial input,and actively guide farmers reasonable planting,while protecting the wild resources and development efforts,to further clarify the development of traditional Chinese medicinal materials industry ideas,expanded the market,the introduction of talent,builded a base,strong science and technology,grasped industry,will be able to achieve sustainable development of the Chinese medicinal materials industry in Ili Valley.
