高职院校内部质量保证体系建设策略研究——基于诊断与改进的视角

The Study of Construction Strategy of Internal Quality Assurance System in Higher Vocational Colleges

以诊断与改进制度建立为契机,借鉴国内外成功经验,提出加快高职院校内部质量保证体系建设的策略和政策建议:区域政府履行"教育督导"职能、营造出浓厚的质量氛围;区域教育行政部门落实诊改分类指导工作,组织制定区域高职教育的质量标准体系,加强事中事后监管,支持开展专业"诊改"试点工作;高职院校层面完善院校内部治理结构,树立科学的诊改态度,顶层设计基于全员获得感的诊改指标,科学自主确定诊改重点,落实常态纠偏和实现闭环。

Taking the opportunity to construct diagnosis and improvement system, based on the successful experience at home and abroad, some strategies and policy suggestions on accelerating the construction of internal quality assurance system in higher vocational colleges have been put forward：The regional government is to fulfill the education supervision function and build a strong quality atmosphere; regional education administrative department is to carry out the diagnosis and improvement classification instruction work, organize and set up regional higher vocational education quality standard system, strengthen the supervision in process and afterwards, support the pilot work of professional diagnosis and improvement; higher vocational colleges are to improve the internal governance structure, establish scientific diagnosis and improvement attitude, design the diagnosis index based on sense of gain of the entire personnel from the top-level, determine the key points scientifically and independently, and carry out the normal rectification and realize the closed loop.
