养老服务行业PPP模式应用研究

Research on the Application of PPP Mode in the Pension Service Industry

近年来,我国陆续出台了一系列政策,鼓励政府在进行社会基础设施建设和提供公共产品服务时引入社会资本,根据我国老龄化社会的特点与养老服务行业的发展现状,在养老服务领域引入PPP运营方式,以解决老龄化社会面临的养老服务供给不足的难题,改善养老服务质量,提高我国老年人的生活水平与幸福感,同时缓解政府在养老服务行业中来自资金与供给能力的压力。目前,这项工作已经取得了成效,成为各级政府应对老龄化挑战的新路径,因此就养老服务业中PPP模式运作进行了探讨。

In recent years,our country has issued a series of policies,encourage the government to social infrastructure construction and the introduction of social capital provide public products and services,according to the characteristics of China＇s aging society and pension service industry development present situation,the introduction of PPP in the areas of pension service operations,to solve the endowment service supply problem of the aging society,improve the old-age service quality,improve the living standards of the elderly in our country and happiness,and at the same time to ease the government in pension pressure from capital and supply capacity in the service industry.At present,this work has achieved preliminary results and has become a new way for governments at all levels to cope with the challenges of aging.Therefore,the PPP mode of operation in the pension service industry has been studied.
