关于引汉济渭工程运行管理体制的几点思考

本文通过对我国调水工程现状管理体制和运行模式进行分析,发现一些制约我国水资源合理利用的问题,如价格形成机制不合理、资产管理不善、工程维护不到位、效益发挥不充分等。引汉济渭工程是一项跨流域调水的大型公益性工程,建设难度大、管理项目多、线路长为其重要特点,随着技术问题逐步解决,工程的高效运行管理问题就显得更为迫切,结合以往跨流域调水的经验和教训,本工程运行管理模式拟通过拟设置专管机构,采用企业化运作,合理定位水价,进行专业化管理等举措,使之更好地满足后期管理和发展需要,并为类似工程建设管理提供借鉴。

The paper analyzes the present management system and operation mode of water transfer projects in China, and gets some problems that restrict the rational utilization of water resources in our country, such as unreasonable price formation mechanism, poor asset management, inadequate engineering maintenance and insufficient efficiency. The Hangjiang-to-Weihe River Water Transfer Project is a large-scale public welfare project with inter-basin water diversion, which is difficult to construct and includes more management works. The long line is an important characteristic.As the technical problems are gradually solved, the hige efficient operation and management of the project is even more urgent, combined with the experience and lessons of the inter-basin water transfer in the past, this project operation and management model is based on setting through the proposed special body, takes enterprise operation, reasonable pricing water, professional management initiatives to better meet the late development requirements, and provide reference for similar project construction management.
