What Drives the Performance of Government Microblogging? An Empirical Study of Prefecture-level Cities in China

不同地区的政务微博在活跃度、参与性和影响力 等方面存在很大差异,为什么会如此不同？本文从政务微博的 供给与需求两个方面提出了影响政务微博绩效的关键因素,并 基于中国地级市的多源数据进行实证分析.结果显示,政务微 博的绩效主要受供给侧的因素影响,如政府规模、财政健康状况和城市级别;相对来说,需求侧的变量对政务微博绩效的影响 较弱,仅有移动互联网使用率同其存在正相关关系.本文探讨了 这些研究发现的理论启示和政策意涵,并讨论了未来的研究方向.

The performance of government microblogs varies substantial-ly across regions, and it is intriguing to explain what drives the difference. In this paper we identify a group of variables that may affect government microb-log from the supply-demand perspective. We use multisource data of Chinese prefecture-level cities to empirically test the hypotheses. The results reveal that government microblog is primarily driven by supply-side factors, while the effects of demand-side variables are largely limited. We find that government size, fiscal health, administrative rank, and internet penetration rate are posi-tively related to government microblog performance. We discuss the theoretical contributions and policy implications of the results, and conclude with avenues for future research.
