摘要
30多年以来,中国经济高速发展过程中出现了明显的不平等和不平衡现象,这在某种程度上引发了社会和教育领域内的不平等与不平衡:教育体系中依然存在不合理的现象,城市和乡村教育发展不平衡,农村、贫困地区和少数民族地区教育落后,等等。《国家中长期教育改革和发展规划纲要(2010-2020)》指出,推进教育公平是国家的基本教育政策,需要制定基本措施合理分配教育资源;为了缩小教育差距,需要对边远和贫困的农村地区以及少数民族地区给予教育的优先权。
In the past three decades, there has emerged prominent inequality and imbalance during the process of China s rapid growth in economy, which, to a great extent, triggered inequality and imbalance in the development of society and education: unreasonable phenomena still exist in the structure and layout of education; an imbalance in the development of education can be found between urban and rural areas; development of education lags behind in rural, poor and ethnic minority areas, just to name a few. Consequently, it was proposed in China s National Medium and Long-term Plan for Educational Reform and Development (2010-2020) that to promote equity is a basic national policy of education with its fundamental measures in the proper allocation of educational resources, and in the priority given to rural areas, remote and poor areas and ethnic minority areas for the acceleration of narrowing the gap in education.
