Technical Ideas and Key Points on Compilation of Hydrologic Operation Quota

水文业务定额是合理确定水文业务经费的支出范围和标准,以及编制水文预算的主要依据。在概括河南省水文业务定额编制的背景和必要性的基础上,分析了与水利部编制的流域水文定额的主要差异,提出了技术思路和编制要点,总结了编制工作流程与具体实施过程。

Hydrological operation quota is the scope and criteration of reasonably determining the expenditure of hydrological operation, and also the major basis of compiling hydrological budget. On the basis of summarizing the background and necessity of compiling hydrological operation quota in Henan Province, this paper analyzed the main differences between the hydrological quota on the river basin by the Ministry of Water Resources and hydrological operation quota, and proposed the technical ideas and compilation points, and summarized the compilation working process and the concrete implementation process.
