清末民国时期湖南米禁政策研究(1900-1931)

An Analysis of Grain Control Policy of Hunan Province from 1900 to 1931

清朝末年及民国时期湘省由于自然灾害、米市混乱等多方面的因素,粮食十分紧张,并呈现愈加严厉的趋势。在此背景下,湖南开始实行米禁,限制谷米出口。湖南当局出台米禁经历了复杂的过程,并在执行过程中掺杂着列强、中国粮商、农民、地方士绅等多方的利益,引起严禁与弛禁的争论。湖南的米禁政策对政治、经济及中外关系皆有影响。

During the last years of Qing dynasty and Republic of China,Hunan province was facing severe grain shortage due to natural disasters,rice market chaos and other factors. In this context,Hunan began to carry out the rice ban,restrictions on rice exports. The rice ban introduced by Hunan provincial authorities has experienced a complex process, and in the process of implementation,mixed with the interests of powers,Chinese grain merchants,farmers,local gentry and so on,caused the debate between prohibition and relaxation. Hunan province＇s rice ban policy has influence on politics and economy.
