摘要
不恰当的高等教育质量管理活动可能会削弱高校办学自主权,抑制创新和多样性,增加高校及其教师教育和研究工作之外的负担,而使高等教育质量管理活动异化为保障和提高高等教育质量的障碍。质量评估、制定质量标准等质量保障措施都存在异化风险。高等教育质量管理宜着眼于督促高校承担质量责任、激发高校活力和创造性,而不宜过分着眼于规范高校教育活动。
Inappropriate quality management of higher education may weaken the autonomy of universities and colleges in running education, impede their innovation and diversity and increase the burden beyond education and research for colleges and their faculty members, which may dissimilate the quality management of higher education to be in the way of the assurance and improvement of the quality of higher education. The risk of dissimilation exists in quality assurance measures, such as quality evaluation and the making of quality standard. Therefore, the management of higher education quality should aim at urging colleges and universities to undertake the responsibility of improving quality and stimulating their vitality and creativity instead of excessively focusing on regulating education activities in colleges and universities.
