“一带一路”与中国巴基斯坦人文交流

“The Belt and Road” and People-to-People Exchanges between China and Pakistan

在中华人民共和国60多年的对外交往中,构建国家间信任关系一直都是中国外交的重要目标,而人文交流正是中国外交实践积累和提炼的经验与理论。其中,中国和巴基斯坦的交往最为充分地体现了人文交流在构建互信关系中所起到的重要作用。本文认为,虽然中巴在交往初期的动力主要来自国际格局的变化和国家利益的需要,但是随着中国与巴基斯坦人文交流的深入,两国逐渐建立了相互信任的关系,这一关系在冷战后并没有出现弱化,而是在人文交流的有效开展下得到了进一步的维系与加强。通过对中巴人文交流历史的回顾及对技术援助和灾难外交的案例分析,本文认为在当前构建中巴全天候战略伙伴关系中,仍然需要进一步加强人文交流的作用,推动＂一带一路＂建设的深入。

In more than 60 years of the People’s Republic of China foreign diplomacy,building trust relationship between countries has always been an important goal of China’s diplomacy,and people-to-people exchanges are extracted from the experience and theory of diplomatic practice.Among them,the communications between China and Pakistan can most embodies people-to-people exchanges that play an important role in building mutual trust relationship.This paper argues that with the deepening of people-to-people and cultural exchanges,China and Pakistan will gradually establish mutual trust between the two countries.With the review of the history of people-to-people exchanges between China and Pakistan,and the case analysis of technical assistance and disaster diplomacy,this paper argues that further strengthening the role of people-to-people exchanges in building the all-weather strategic partnership and promoting the construction of the＂The Belt and Road＂is necessary.
