上海自贸区对接“一带一路”投资管理制度创新实践

在全球经济治理模式转型和国际投资贸易规则重构的新形势下,投资管理创新是全面提高开放型经济水平的必要举措。作为上海自贸区制度创新的重要环节,经过三年自贸区的试验,投资管理制度创新在外商投资负面清单管理、境外投资管理改革、服务业制造业扩大开放、商事制度改革深化等方面取得了一定的经验。尽管投资管理体制改革仍面临顶层设计有待进一步深化、改革试点任务推进待进一步增强、服务业开放力度待进一步加大等痛点,上海对接＂一带一路＂等国家倡议、建设＂四个中心＂、＂双自联动＂和科创中心建设为制度改革创新提供了前所未有的机遇,上海自贸区的投资管理制度改革的先行先试的成果势必在构建开放型经济体系的进程中大有作为。

Under the new situation of the transformation of global economic governance mode and the reconstruction of the international investment and trade rules,investment management innovation is the necessary measure to comprehensively improve the level of open economy.As an important part of Shanghai FTZ system innovation,investment management system has achieved some experiences in aspects of foreign investment negative list management,foreign investment management reform,further opening up in manufactory and tertiary industry,as well as commercial system reform after three years of the FTZ test.Although it is still facing the pain spots of further deepening the top-level design,enhancing the pilots promoting,and opening the tertiary industry,Shanghai FTZ enjoys unprecedented opportunities of connecting with＂The Belt and Road＂Initiative and constructing global innovation center and international economic,financial,trade and shipment center during the process of system reform and innovation.The achievements of Shanghai Pilot FTZ investment management reform will play an important role in the process of building an open economy system.
