欧洲穆斯林难民政策研究——以英国、法国、德国为例

A Study on the Muslim Refugee Policies in Europe——A Case Study of Britain,France and Germany

自2015年的难民危机爆发以来,穆斯林难民问题已然成为欧洲难民问题中的重点和难点。本文对欧洲的主要三个国家英国、法国、德国的穆斯林难民政策进行梳理,从甄别、安置和遣返方面入手,对比三国治理模式的异同。在此基础上,分析归纳欧洲穆斯林难民政策实施中面临的主要挑战,为难民治理提供一些思考：从政策层面,促进难民的融入意识,提高融入能力,还需要更多的机制创新、制度保障、认同提升和合作协调。

Since the outbreak of the refugee crisis in 2015, the problem of Muslim refugee has become the key and difficult point in the European refugee problem. From the perspective of identification, relocation and return, this study not only sorts out the Muslim refugee policies in Britain, France and Germany but makes a comparison and contrast of the respective mode of governance among these three countries as well. On the basis of that, this study analyses and summarizes the major challenges in the implementation of European muslim refugee policies, thus rendering some reflection on the governance of refugees. In terms of the related policies, innovative mechanism, system guarantee, identity recognition and regional and global coordination are required so as to enhance the integration awareness and integration abilities.
