铁道部改制、高速铁路开通提高了铁路行业的技术效率吗？

Does the Reform of the Ministry of Railways and the Entry of High Speed Railway Improve the Technical Efficiency of the Railway Industry?

以2006~2014年各路局公司投入产出数据为研究样本,运用DEA和不同参考集的广义DEA方法计算中国铁路行业技术效率。研究发现,铁路行业近些年的大规模投入没有带来整体技术效率的大幅提高,但作为市场经营主体的各路局公司在经历改制及高速铁路开通后总体技术效率均有显著提高。结果显示,铁路行业的体制改革和高铁的成功推广对铁路行业的技术效率有显著提升作用,在垄断行业进行适应市场要求的改革和发展是必要且可行的。

This paper takes the input-output data of all the railway companies in China from 2006 -2014 as the research sample, using the DEA and the different reference sets of generalized DEA method to calculate the technical efficiency of Chinese railway industry. The study finds that： In recent years, the large-scale investments in the railway industry has not brought a substantial increase in the overall technical efficiency. The railway companies have significantly higher overall technical efficiency after the reform and the entry of the high-speed railway. The structural reform of railway industry and the successful popularization of high-speed rail have significantly improved the technical efficiency of railway industry. It indicates that it is necessary and feasible to adapt to market demands in the monopoly industry.
