从类市场化治理到准市场化治理:我国高等教育治理变革的方向

From Imitative Market-driven Governance to Quasi-market-driven Governance: The Direction of Higher Education Governance Change in China

改革开放以来,特别是20世纪90年代以来,我国高等教育改革发展逐步引入和建立市场竞争体制机制,形成了高等教育双重体制机制和"类市场化治理"模式,其实质是"计划为体,市场为用"。为了实现高等教育治理体系和治理能力现代化的目标,我国高等教育治理模式需要实现从"类市场化治理模式"向"准市场化治理模式"的转变。高等教育治理变革的基本方向在于:让市场竞争机制发挥决定性作用,建立多元主体基于信任的高等教育合作治理机制,推进和实现高等教育治理法治化。

Since the reform and opening up, especially from the 1990s, the development of higher education reform in China has gradually introduced and set up the system of market competition mechanism, which formed the dual of higher education system and the mode of imitative market-driven governance with the core of ＂taking market for practice on the basis of planning＂. In order to realize the goal of modernization of higher education governance system and governance capability, China＇ s higher education governance model needs to change from imitative market-driven governance to quasi-market-driven governance. The basic direction of higher education governance change is to play the decisive role of market competition mechanism, establish the higher education cooperative governance mechanism based on the trust of multiple subjects, and achieve the legalization of higher education governance.
