摘要
理论梳理和实际调查发现,资源匮乏(物质匮乏、机会被剥夺和文化资源不良)是大学生贫困的基础性诱发力量,素质欠缺(能力欠缺、心理脆弱和手段低效)是导致大学生贫困的内在主体性力量,体制性阻碍(组织失序和制度障碍)是导致大学生贫困的潜隐力量。精准助学应针对贫困产生的系统机理,实施全方位、深层次的援助,包括借助大数据平台,落实监督问责机制,破除不公平利益传输机制;将育人作为助学根本目的,建立素养、资源、体制之间的联接机制;培育精准助学的内部生态系统等。
Based on the literature and investigation, it found that the lack of resources was the underlying cause to the poverty, including shortages, deprivation and poor cultural opportunities; lack of quality was the internal subjectivity cause, including low ability, psy- chological weakness and inefficient means; institutional barriers was the latent cause, including the factors of organizational disorder and system barriers etc.. Following the formation mechanism of poverty, it should adopt such comprehensive assistance as implementing the supervision and accountability system, making the link mechanism among the quality, resources and institution, creating the internal ecological system with targeted measures.
